- Prepare the white fish fillets by patting them dry and drizzling with low sodium soy sauce and half of the julienned ginger.
- Julienne the carrot and place it alongside the fish on a heatproof plate.
- Fill a large pot or steamer with water and bring to a rapid boil, then reduce to maintain steam.
- Carefully place the plate with fish and vegetables inside the steamer and cover. Steam for 6-10 minutes.
- Prepare the topping with the remaining ginger, green onion whites, cilantro, and optional red chili in a bowl.
- Whisk together the ginger-soy drizzle ingredients in another bowl until fully combined.
- Once cooking is complete, remove the plates and top the fish with the aromatic mixture. Drizzle hot neutral oil over the top.
- Serve by plating the fish with the drizzle around it, garnished with green onions and sesame seeds.
