- Cook the Frozen Dumplings according to package instructions, by boiling or pan-frying.
- While dumplings are cooking, combine chili oil ingredients in a heatproof bowl.
- Heat ½ cup of neutral oil in a small saucepan over medium-high heat.
- Pour hot oil over the chili mixture, allowing to sit for 2 minutes.
- Mix in soy sauce, rice vinegar, sugar, and hot water or broth.
- Once dumplings are cooked, drain and drizzle the chili oil over them.
- Sprinkle green onions on top and serve.
