Method
 

Shell Preparation
  1. Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. In a saucepan, combine water, unsalted butter, and salt. Bring to a boil, then stir in flour until it forms a cohesive ball.
  3. Once dough cools slightly, add eggs one at a time, mixing well until smooth and thick.
  4. Drop mounds of dough onto the prepared baking sheet, about 2-3 inches apart.
  5. Bake for 25-30 minutes without opening the door, until golden brown, then cool on a wire rack.
Filling Preparation
  1. Whisk together cold milk and instant vanilla pudding mix until thickened, about 2 minutes.
  2. Whip heavy cream until stiff peaks form, then fold into the pudding mixture with powdered sugar and vanilla extract.
Assembly
  1. Once the cream puffs are cool, slice them in half horizontally.
  2. Fill each puff with the cream filling and dust with powdered sugar before serving.
