- Preheat your oven to 350°F (175°C) and prepare the baking pan with parchment paper and light greasing.
- Whisk together flour, baking soda, baking powder, and sea salt in a medium bowl.
- In a large bowl, mix melted butter, brown sugar, and granulated sugar until smooth. Add eggs and vanilla, mixing to combine.
- Fold the dry ingredients into the wet mixture until a soft dough forms.
- Stir in the chocolate chips evenly.
- Press two-thirds of the dough into the prepared pan, drizzle with caramel, then top with remaining dough.
- Bake for 25-30 minutes until edges are golden and center is slightly soft.
- Sprinkle flaky sea salt on warm bars and allow to cool for 30-40 minutes before slicing.
